Sandi Adams: The dangers of smart cities and 15-minute cities

Last week, Sandi Adams discussed smart cities and 15-minute cities on the Financial Rebellion podcast with host Catherine Austin Fitts, warning about their dangers and risks.

One of the aims is to implement 7 regions of governance in the UK under Metro Mayors. Metro Mayors will have unlimited power over their respective areas to achieve net zero.  They will have more power over their areas than the UK Parliament.  We are already beginning to see these 7 regional governments taking shape with the formation of Combined Authorities.

The concept of smart cities and 15-minute cities is about total control and restriction of movement, using technology such as the Internet of Things and surveillance systems.

Coupled with digital currencies which will allow for control of our financial transactions, technologies used in smart cities will give authorities complete control over every aspect of our lives at all times.

Sandi Adams has become a prominent figure in warning people about the dangers and risks of smart cities and 15-minute cities after a presentation she made at a Glastonbury Town Council meeting in 2023 went viral on the internet.

Adam’s journey into understanding the risks of smart cities and 15-minute cities began when she was working in the corporate world, designing live events for big corporations, including Microsoft, GlaxoSmithKline and Google, where she met influential people like Bill Gates, Eric Schmidt and Jared Cohen.

She felt a strong sense of unease and disagreement with their values and goals, so much so realised she was working in the wrong environment. “I got a very distinct feeling that these corporations were bad and were doing bad things,” she said.

Her awakening to the potential dangers of these corporations and their agendas started around 2011 when she discovered the work of Rosa Koire, author of ‘Behind the Green Mask’, and James Delingpole who wrote the book ‘Watermelons’ which delves into the Climategate scandal. Delingpole’s book was first published in 2011 and updated and republished in 2024.

Smart Cities

The concept of smart cities started in the mid to late 2000s in England with the Smart City Index.  Bristol and London served as flagship smart cities, where infrastructure such as the Internet of Things and artificial intelligence (“AI”) were implemented to create an efficient system.

The initial plan was part of the Millennium Development Goals, which were accelerated in 2015 to achieve the 2030 Agenda, a goal of Agenda 21, but the plan did not quite work out as intended until the covid pandemic, when the infrastructure for smart cities, including biometrics, and ultra-low emission zones (“ULEZ”) and low traffic neighbourhoods, was rapidly implemented.

The infrastructure for smart cities includes telecommunications infrastructure, such as towers and cables, as well as data centres and servers.  It also involves the installation of smart equipment in people’s homes, including smart meters, such as smart water meters and smart energy meters.

Other features of smart cities are electric vehicles.  The geofencing capability fitted into some electric cars raises significant concerns as it enables the vehicles to be remotely controlled by the government or military in the event of a national emergency.  If they wanted to implement a climate lockdown, they could geofence the whole smart city, Adams said.

geofence is a virtual “perimeter” or “fence” around a given physical location, which can be dynamically generated or match predefined boundaries like school zones or neighbourhood boundaries. This virtual boundary can be used to trigger alerts or actions when a device enters or exits the geofence.

The implementation of 15-minute cities has been tested in places like Oxford, where it has significantly affected people’s lives, causing traffic congestion on ring roads, pollution and restricting people’s freedom of movement.

Protests against the implementation of smart cities have taken place in Oxford, but they have been infiltrated, and the city has been significantly impacted by the changes, with many residents experiencing the negative effects of the new system. None of it works, Adams said.  “And it’s making people’s lives hell.”

15-Minute Cities

The concept of 15-minute cities is being promoted as a way to reduce energy use and save the planet, but in reality, it is about total control and restriction of movement, where people are encouraged to stay within a 15-minute radius of their location and are penalised if they exceed a certain number of trips into the city.

The system uses number plate recognition and fines people who enter the wrong zone, creating a form of taxation that can make people’s lives difficult, especially for those with families or elderly parents who need to be cared for.

The goal of 15-minute cities is to create a self-sufficient community where everything is available within a short distance but this comes at the cost of individual freedom and autonomy, essentially turning cities into “open prisons.”

The implementation of 15-minute cities also involves the use of surveillance systems and the Internet of Things, which can track and trace people’s movements and collect invasive data.

The economic consequences of these policies are significant.  Estimates suggest that the cost of creating green energy jobs can be as high as £250,000 per job per year, and the national grid expansion to meet renewable energy demands could cost £112 billion by 2035.

Ed Miliband’s clean power plan aims to spend £260-£290 billion by 2030 to save only £7 billion annually that is spent on gas power.

Additionally, the environmental impact of the digital infrastructure required to support 15-minute cities is an issue, with data centres being huge energy hogs and contributing to environmental damage, which contradicts the claimed goal of reducing energy use and saving the planet.

It doesn’t make sense.  That’s because the real goal of these smart city policies is not “climate change” or environmentalism but rather to impoverish people and exert control over them.

The concept of smart cities and 15-minute cities is ultimately about control, with the implementation of intense technology and electromagnetic fields (“EMFs”) radiation having harmful effects on human health, as highlighted by experts like Dr. Martin Pall and various 5G groups in the UK.

A 15-minute city is a smaller city whereas a smart city is a larger entity, with cities like London and Bristol being flagship examples.  The difference between the two is that 15-minute cities will be implemented incrementally, potentially as part of a larger plan to amalgamate councils and create Combined Authorities.

In the UK, there is a push to lump councils together into Combined Authorities.  The goal is to eventually create only seven areas of governance, each with a “Global Mayor for Climate and Energy” who will have ultimate power over Westminster and be focused on meeting net zero targets by 2030 or 2050.

These Global Mayors, also known as “Metro Mayors,” will have unlimited power over housing, planning, infrastructure, healthcare, and police and crime commissioners allowing them to implement total control over their respective areas to meet net zero targets, which is a concerning trend that will be replicated elsewhere in the world if successful in the UK.  It is part of the C40 Cities and the UN’s Local Governments for Sustainability (“ICLEI”) agenda.

These Metro Mayors have already been legislated in the UK in the Cities and Local Government Devolution Act of 2016 and the government white paper on devolution in 2024, which is bringing these plans together legally and raising concerns about the potential for global companies and organisations to exert influence over local governments.

This trend is not unique to the UK. Similar deals are also being made between city governments and global companies or organisations in the United States.  People need to understand that these dystopian initiatives are being implemented globally.

Absolute Zero

The UK government is implementing measures to achieve net zero targets, which could lead to radical depopulation.  Additionally, Adams sees net zero as a Trojan horse for global governance.

The Absolute Zero report, which was debated in the House of Lords in 2020, calls for drastic measures to be taken, including the closure of all airports in the and the cessation of all shipping in and out of the UK by 2050, as well as the elimination of gas appliances and wood burners. At the same time, they’re destroying farming and covering farmland with solar panels and wind turbines for intermittent and unreliable “renewable” energy.

The report’s proposals, if implemented, would have a devastating impact on the UK, including the destruction of farming, rationing and the loss of means to keep warm and produce food. “They’re trying to starve [people in] the UK, in my view,” Adams said, while also turning the country into a prison where people are unable to travel.

The report contains a roadmap to reach “absolute zero” by 2050.  Absolute zero which means no carbon dioxide.  It’s a death cult, Adams said because almost all living things need carbon dioxide to survive.  If there is no carbon dioxide, then all life dies.

The Absolute Zero report’s roadmap is ludicrous but the government is pushing forward with these plans, including trying to take away wood burners and gas appliances and replacing them with heat pumps that are expensive and ineffective.  They want us to retrofit our houses to the latest energy performance certificate (“EPC”) which nobody can afford.

The cost of retrofitting houses to meet eco standards, which will be required by law, will be extremely high, especially for old houses, and will place a significant burden on homeowners, who will be forced to make their houses energy efficient by installing insulation, double glazing and heat pumps, all of which will be very costly.

These policies are being used to drive people out of business and property ownership and centralise power by making it economically impossible for small property owners to comply with regulations such as installing solar panels, which can only be achieved by taking out high-interest loans.

This is part of a larger plan to eliminate private ownership of assets. The goal is to create a system where everything is rented or delivered and people do not own anything, as outlined in the idea of a “circular economy” where nothing is owned, as the World Economic Forum threatened, and everything is recycled.

What Can We Do?

Education is key to understanding and combating the encroachment of smart cities and 15-minute cities.  People can make a difference by taking action on their own, as Adams has done, rather than relying on large companies or organisations that may be infiltrated by opposing interests.

The idea of a 15-minute city, where people can access all their needs within a 15-minute walk or bike ride, is being used to create gated communities and restrict individual freedom, as seen in videos from China showing people entering gated divisions between quarters of a city.

Adams emphasised the importance of individual action and education in resisting this trend.  Even one person can make a difference by speaking out and raising awareness about what is happening, just as Adams has done.  She has been invited to platforms such as GB News and has worked with UK Column.

A central CBDC consultation was attempted to be pushed through under the radar with a private member’s bill, but it was shelved after the public was made aware of it, similar to the Climate and Nature Bill which has been delayed due to raised awareness and concerns from Members of Parliament.  People are beginning to see through the climate change narrative and so it is crucial to keep fighting against these initiatives, she said.

This emphasises the importance of continuing to share information and raise awareness about the climate and net zero agendas, and also the smart city and 15-minute city agendas.  “Don’t stop.  Never give up, never give in,” she said.  “If we don’t wake up, we really will end up in these concentration camps.  We have to wake up and smell the coffee, and keep pushing the information out.”

Digitising Living Beings and the Push for a Cashless Society

Catherine Austin Fitts mentioned the 2023 book ‘The Palestine Laboratory’ by Anthony Lowenstein which explores how surveillance technology developed in Gaza is being exported globally, highlighting the connection between the development of the technology being used, and surveillance and control.

Austin Fitts also spoke about joining the dots between the development of surveillance technology, the announcement of the Stargate initiative to build data centres in the US and the launch of a centre at Purdue University focused on the Internet of Bodies.  Additionally, with the data centres, President Trump announced a huge new initiative for mRNA “vaccines.”

“When you go through the material at the Centre for the Internet of Bodies, what you’re looking at is, basically, getting nanoparticles and materials into people’s bodies to hook them up to all of this digital infrastructure that we would find in a smart city or a 15-minute city. So, we’re looking at a vision where everything is digitised including living beings,” Austin Fitts said.

Connecting people’s bodies to digital infrastructure is also being promoted by the World Economic Forum (“WEF”) which has been discussing the concept of “chipping” people for many years, but now it’s taking it to a whole new level with mysterious ingredients in sprays, food and pharmaceutical products.

The plan is to link people’s bodies to the internet, allowing for the collection and control of all their information, including healthcare data, financial data and social data, which can be used to monitor, control and sanction people.

The idea of an all-digital currency and monetary system is also being promoted, allowing all transactions to be viewed and centrally controlled.  The push for a cashless society, which was accelerated during the covid pandemic, is a key component of this plan.

15-minute city technologies linked to digital currencies would enable complete central control over all aspects of people’s lives, allowing authorities to, for example, shut down people’s access to electricity, credit cards and other essential services if they don’t follow the rules. It would give authorities the power to control every aspect of people’s lives at all times.

We must resist the push for a cashless society and the implementation of digital transaction control systems.
